Why are the French police so violent?

Quite an interesting short piece in the Guardian, not a publication I normally agree with (and a bit romantic in its depiction of The Filth in Britain - who are also largely Fascists, racists and sex-pests in their way). But I think it does raise some interesting things that make the French flics different from their counterparts elsewhere in Western Europe.
