Rape culture doesn't mean a whole culture of people are rape. Rape culture is a set of cultural beliefs that are shared within subgroups within the country. You are falling into your autistic black and white, all or nothing thinking again. Unless all habituates of a western country are rape, then the country can't be called rape.
