The point about the European Commission reflecting the ideology of the EU's constituent governments was not that it reflected the ideology of each individual member state, but that it will reflect the prevalent ideology among the member states overall.

The President is chosen by member states subject to approval by the European Parliament. The Commissioners are nominated by member states and are subject to a complicated approval procedure by the President and European Parliament.

The reason why the Commission and Presidency have been neoliberal is because that is the ideological complexion of the majority of the member states' governments, and of the parties forming a majority in the Parliament. If those facts changed, so would the Presidency and the Commission.

I don't know enough about the Romanian election to comment on whether there was external interference. When Fazi writes that "Last December ... Elena Lasconi, posted a conversation with Macron on her Facebook page in which the French president issued several thinly veiled threats about the grave consequences a Georgescu victory would have for Romania." I am inclined to ask whether anyone, in either Romania or elsewhere, was truly surprised to discover that Macron is broadly pro-EU and pro-NATO.
