Third panic.

If we are going to meticulously dissect moral panics in the 19th and 20th Centuries, it would be more accurate to state that the "third panic" began in the late 70s, and intensified with the satanic scares in the 80s. The first panic related to child prostitution and protecting girls' virtue, the second in the postwar era - sexual sadists, abductors, homosexuals and other queers such as the gender nonconforming.

It should also be noted that between roughly 2007 and 2015 (as with the 60s and early 70s), there was a period of relative latency in which arrests and convictions for sex crimes dropped dramatically. From around 2016, there has been a fourth panic over the normalisation of sexual perversions and elite pedophiles.

Even acknowledging all of this, for the purpose of a polemical article, it is still accurate to state that the full scale panic began in 1980s America, since we are talking about events that occurred in collective living memory. It's a tl;dr for everything I detailed above, and not badly informed writing.

By the way, how does uniting divergent sexual identities and interests under one umbrella reduce utility? I can think of one group (mentioned above) this worked very well for over the decades.
