You're right about Rampa, son of a plumber from Plympton, who had his religious vision when he fell out of the tree in his garden in Thames Ditton, Surrey, whilst attempting to photograph an owl. His work is entirely fictional. His later book, Living with the Lama (1964), was apparently dictated to him by his pet Siamese cat, Mrs. Fifi Greywhiskers.

Tibetan Buddhism is certainly Buddhism, as it shares with all Buddhist schools, even such far flung developments as Zen and Pure Land Buddhism, belief in the Four Noble Truths, which constitutes the dogmatic core of Buddhist teaching.
