What can ever break this cycle?

The military, especially in a war, is a good consumer. The military is run by the government, hence easy access to tax payers money. And that money ends up in few pockets. Some of those pockets belong to politicians.

It is a self enforcing process until it breaks - at the end of a catastrophic war. Then basic needs are more important than making war.

I wish there were a different reset.
