Usually this applies to all websites URL, anything that goes after the question mark in the URL is not necessary to view the page, anything included after the ? can be a tracking id or instructions of some kind, in this particular case we can see that after the ? says "autoplay", that tells the website to autoplay the video so you don't have to click on pay, it says "muted" and it has the stream_id, it looks harmless but it can also include tracking IDs to know who shared the link, for example you could be given a URL such as wwww.website.com/wehoiooiosdiosioa?rE354 in this case the code after the ? rE354 could be used to identify that everybody who visited with that code found the link in BoyChat or through somebody in BoyChat, it is very often used by advertisers to track who clicks on their URLs but it can also be used by malicious people.

The URL that you shared, without added extras like autoplay and stream id and making sure there is no tracking would be this one:

https://vimeo.com/1208183325

That also applies to Youtube links, music links and news, anything that is included after the ? is tracking or instructions of some kind like autoplay. Othertimes that code is needed because the image or video is only visible with that referral code that this is rare and it would still be tracking.
