When has a body moved not as a result of a thought?

If that was the case, every thought would result in a movement or action. But we know this isnt true. We can have thoughts, eg "I should get up now", but we dont get up. So, how do we determine the different types of thought, the ones that appear to move the body and the ones that dont? Why would one thought move the body but another not?
