The allegation I saw..

..was that their targets were killed to order.. ie the organs would be harvested immediately rather than 'found' later on or their targets randomly chosen. There certainly is a lot of money involved with the black market in organs.. hence the Mexican and other South American drug cartels are also involved in killing to order.
