I've observed many times parents letting their kid, especially if they're gay, go with an older partner which they trust in. Officially, they don't know about the sexual aspect of the relationship, but they would have to be very stupid to ignore it. So, yes, some people let theirs sons have sexual relationships from puberty on, including with adults. They would never admit it, though, and most likely act outraged if it got discovered. The unforgivable sin isn't sex, it's scandal.

Regarding teenagers being treated as adults, though I believe they deserve more trust and autonomy from Western societies, I'm not sure it would be a good idea. Adulthood isn't just a biological reality, it's also a social construct. And our 'advanced' societies are far too complex, I'm afraid, to let most teenagers take full responsibility for their lives before 18. There is a reason why pederasty existed as an institution. Even over 2000 years ago, people acknowledged that teens still needed some kind of supervision and mentorship.
