Viewing CP is victimless

Your logic can be applied to people who buy illegal drugs. Drug users are financing larger criminal activity that harm innocent people. No one says that drug users should be punish for what drug cartels do to supply them their drugs.

How does someone viewing a CP video that was made 20 years ago create any harm? Is it any worse than watching a gore video of someone being murdered?
