It was the from the mid 1970s until the early 1980s in Amsterdam and there was nothing under-counter about it. Magazines such as Piccolo explicitly showing boys having sex were on open display for legal sale in sex shops and sometimes even railway kiosks (where they were seen by the general public). They were legally published in Denmark by COQ International and could be legally ordered in several other European countries.

I remember an article in The Spectator in the 1990s on this, in which the writer recalled seeing a magazine in a railway kiosk featuring on its cover a four-year-old girl drooling with pleasure as a man performed cunnilingus on her. And no one batted an eyelid. He commented on how incredible it felt that only fifteen years had passed since then.
