Sex offenders are typically barred from communicating with their "victim" regardless of whether the so-called victim actually wants that to happen. Exceptions should be made for those who wish to reconnect with the offender and the offender should be able to sign off on what contact information may be provided to the alleged victim to be used at their discretion and of their initiation.

I guess this would be considered a "moderate" reform because it's a big ask but doesn't really question the legitimacy of the system. But if so-called offenders and victims had a way of reconnecting and communicating, it could plant the seeds for a larger conversation.
